France offers help help to the Aztecs.

Portugal asks France "how well do you think the cubans will take it being occupied by yet another country?

Britain asks for a trade deal with Cube and all the new states and says it can higher British ships to help guard its trade routs and therefore its harbors from any kind of attack.

Iceland withdraws its fleet from the Caribbean, it isn't worth losing these ships for the sake of things that don't involve Iceland at all.

Meanwhile, Aztec businesses begin investing in Cuba.

Portugal also asks for trade with cuba.

Russia recognizes the nation of Cuba.

Russia also opens up a trade deal with Japan.

France aks Cuba for trade, and recognizes Cuba as a nation.

Cuba will allow foreign investigators make sure the elections aren't rigged. They will however not allow foreign soldiers to land on their island. 

The Cubans accept the trade routes with Britain and France. Cuba also asks Aztlan to remove its blockade before it can allow the country to invest in Cuba.

Aztlan lifts the blockade for Cuba and for French ports in Cancun and Miami. Puerto Rico and the Dominica remain under the Ilhuitl Caate's lockdown.

France asks for its West Dominican states to not be blockaded

Cuba decides that Aztlan is probably its most reliable potential ally and asks them if the Aztecs would like help patrolling the Caribbean for pirates and if they would like to trade.

France creates mandatory schooling for children 6-16

The French government recieves multiple complaints.  The factory owners are mad at the wage rise and threaten to move to Germany or Britain. The workers are mad over job insecurity now that the factory owners are paying them more, but laying off workers by the dozen. The education bill, while being progressive doesn't really appeal to the average Frenchman (or woman). A good portion of France's population is farmers and they need their children to help them in the fields.

Aztlan accepts Cuba's offer for an alliance.

France makes the schools optional, but provides tax reductions to those who do these programs.

The French farmers wonder if they can get tax reductions by sending their kids just in the winter to school (after all spring, summer and fall are busy seasons).

They can, but it is less than if a child goes for a whole year.

Britain says that any French people looking for work and job can find the here we would welce you freely.

King John orders more factories to be built and he has messangers to tell people inother countries that there is work and pay.

Cuba seeks to build factories itself. It is looking for a country to show it how to build factories.

Russia also creates mandatory schooling for children ages 5-18.

They also set up a mining industry in the Ural Mountains, build more factories to increase the number of weapons they are making and set up another agriculture industry in Siberia (or wherever there happens to be fertile soil) as well as more fisheries to increase the amount of food they produce.

They begin research on naval tactics, cannons, and weapons.

Any wage laws are repealed (?)
