Austria suggests that the Caribbean islands hold a vote, where every free citizen gets to vote for whomever they wish to represent them.

The Aztec representative sadly refuses, as he is well aware that the Caribs won't be counted as free citizens nor will the African-Caribbeans.

France would do this if everyone got a vote.

Russia offers an alliance with France.

Spain tells the Aztlan ambassador that the Caribs are going to be counted as free.

Will the dlaves be counted?

France wants them counted or the system is not just

Spain points out that France uses slavery as well.

The French parliament is full of angry voices. Plantation owners from Louisiana and West Dominica are making quite a political ruches about the ban of slavery.

Aztlan's ambassador politely reminds Spain that they do not administrate the islands anymore and as such their assurances, while admirable, don't count for much.

France notes this, but morals are more important than profits, and the King has not hurt his own people for no reason, he has done much to help them (food banks, sanitary laws, working laws etc)

The question remains, will slaves be counted?

Cuba's ambassador says that Cuba's fate shall by no means be controlled by other nations. Cuba already seeks trade deals with the other former Spanish states and has established a profitable trade route with the Netherlands and Belgium.

Puerto Rico says much the same. Why should another country say who we should be if we can't determine who we are?

The Eastern Dominican territories also don't see why other countries should meddle in their affairs.

French Louisiana's Governor passes a bill that forces the former slaves to pay rent to the landlord, such that they are essentially forced to continue working on their respective plantations. Similar bill is passed in the West Dominican Territory.

The king passes a law stating that all workers must be paid fair wages, and treated well, a Overseer will check on the plantations (randomly) to see the conditions of the workers.

The King wishes to speak to his governor of Louisiana...

The Ilhuitl Caate camping outside Habana with their Portuguese and Icelandic allies quickly renders the Cuban trade route useless - Dutch and Belgian ships are turned away while Cuban ships are forced to remain in port.

Aztlan refuses to respond to the Caribbean nation's rebukes.

Fragrance decides that since the Aztecs aren't trying to gain more power like previously thought than France should help liberate the islands of slavery

Cuba decides that it isn't worth annoying Aztlan, yet. Their ambassador proposes a compromise: Within one year the slaves will be freed and within 4 years elections will be held. This will allow Cuba to stabilize itself economically and politically before elections are held.

France Thinks this is fair ish

The Aztec representative comments disparagingly that Cuban assurances, coming from landed white Spaniards making profits off slave labor, mean next to nothing. Their election results will almost certainly be fudged.

Aztlan demands change right the hell now and offers the support of its army in maintaining order.
