France starts to create sanitary laws for the health of the people

Aztlan promptly tells France that they should release the Seminoles, Lakotas, Kiowas and Mayas if they agree with the Aztec viewpoint - Aztlan simply hadn't gotten around to asking them yet. The Iroquois are already a de facto nation and the lands occupied by British settlers are almost devoid of actual nations outside of the Cherokee and Nazca.

France refuses.

Aztlan doesn't press the issue - they figure they can wait for France to be occupied with something else and take advantage then. In the meantime Aztec NIC writings are deliberately spread to the Caribbean isles - slightly altered as the majority of the people there are black slaves, but the intent is basically to get the Spanish aristocrats out of power.

France sends Propaganda contrary to the Aztecs documents to the islands.

Cuba responds by cutting off any trade with Aztlan. Puerto Rico doesn't really care assuming that since a majority of slaves can't read, it doesn't matter and the Dominicans try to stamp out any trace of pamphlets.

Aztlan issues an ultimatum to France (and the islands): Stop their white supremacist actions or face economic sanction and a naval lockdown of the Caribbean (British, Portuguese and other third party ships would be allowed but Spanish, French and Caribbean ships would be blockaded from entry).

France refuses and stops its support of Aztlan. France also sends a fleet to the Carribean.

Aztlan cuts off trade with France and asks if Britain would like to strengthen their trade with the resulting excess. Meanwhile the Ilhuitl Caate leaves port on its first military duty from Veracruz and other ports - blockade the major French and Caribbean ports at Miami, Habana, and Cancun, among a few other places. The fleets guarding each port maintain their distance from the city proper, keeping watch for incoming Spanish or French ships.

France sends more fleets, France does not negotiate with terrorists like these.

Spain sends a ships to support the French fleet citing it ridiculous how Aztlan is treating the newly independent nations.

Cuba decides to build itself a navy. A small one, but a small one is better than none at all.

France supports cuba's navy.

Aztec ships are on watch. As Cuba begins to build ships, the progress is monitored carefully so that Aztlan can stamp out the ships should they become a threat. The ships are also watching for French or Spanish ships. Aztlan asks for support from Portugal and Britain.

France also asks for help, considering that Aztlan is violating LOUN protocol in hurting allies. France asks for (and votes for) aztlans expulsion from the LOUN if Aztlan does not leave France alone.

Fragrance blockades any land travel through Mexico and keeps Aztecs from leaving Mexico by land.

( I bet the blockades smell wonderful)

Portugal sends a fleet of ships to assist the Aztecs, along with recruiting people for "special" work.

The Icelandic/Scotch fleet heads towards the Caribbean as well, To assist the Portuguese and the Aztecs against France.

France sends more of its new, advanced fleets.

Austria offers Wienna as a neutral place to negotiate the tensions in the Caribbean.

France thanks Austria.

Spain decides to follow France's lead and sends an ambassador to Austria as well.

Portugal does the same.

Seeing the rising tension in the Americas, Russia begins fortifying it's key cities in case trouble should hit home.

Aztlan sends a delegate to Vienna as well.

Portugal sends along a small group of guards, in case any of the countries try anything funny.
