There is the Mughal Empire there, but it can't really do a lot because like the Quing Empire it lacks the know-how to fight of Europeans. Both British and Portuguese have claimed cities but no one has tried to claim India for themselves.

That said however, it will take some time to implement them. Britain definitely has a huge head start implementing their steam engines in their mines (that is what this particular steam engine is for).

OK here are the probabilities of getting the "real" steam engine:
1-5 British (25% chance due to that they are the original inventors of the steam engine)
6-9 Sweden (20% because they managed to "borrow'' the steam engine first)
9-12 France (Because they have a lot of people, good economy and fairly stable country)
13-14 Portugal (Country of smart people and with a thriving economy)
15-16 Aztlan (They are aggressively seeking for ways to become strong)
17-18 Ottoman Empire (They have universities, a diversity of people and vital trade routes)
19 Austria (They have a good economy but care little for the steam engine)
20 Germany (Center of Europe and a country filled with philosophers. There is bound to be one with a bright spark)

First roll will be for the refined steam engine (this allows the country to build textile factories and later other types of factories), second roll for the spinning jennie (allows mass production of cotton for textile mills), third roll for the thermometer (consolation prize).

Also, you can attempt to spy once on each nation that has the steam engine. Currently Blindguy42 is the only one who has a factory which is probably closely guarded (16+=success 6-15 failure 1-5 means that your spies are discovered). If another nation acquires the steam engine one needs to roll 11 or higher to catch wind of it. All nations know that Portugal has something very valuable [steam engine]...
