First off, the Swedish army is small, but very efficient. They have the best of the best equipment and are basically handpicked for their job. Their weakness is in their numbers. They have a large navy which is mostly spread throughout the Baltic.
The British army has gotten stronger from the training program. The British have a large army mostly in Britain, but also a good amount spread throughout Britain's possessions.

So, IIRC, Spain still technically owns pretty much all their American possessions on paper but France pretty much runs all of them since Spain had its meltdown, is this correct?

To the first question: You could roll a d20 to see if your spies find some evidence of Sweden having the steam engine (11 or higher=success).

First off, congrats! The British get wind of the fact that they are not the only ones who have the steam engine. With your second roll however, I am unsure what you mean.
Also, before you declare war, consider that the steam engine is designed for mines and is not the refined steam engine Watt invented for the industrial Revolution.

Equalizing taxes made the nobles and clergy angry and the other 90% happy. This increases the chance that if France is in serious trouble that they will fight for the country and it makes you people generally happier (which reduces chance of revolution). Food banks help in that process.
