Southernization
You start with the following:
Capital city, with surrounding land. Your capital can sustain itself off the land. You have lords (feudal style) to watch over those surrounding lands and villages. If you are coastal you might also have some fishing boats. You don't know of one another's existence and must explore the surroundings. Beware of barbarians...
(I'll also have other similar cities and will provide a map once a good amount have been discovered)

The city of Arqariqo, the only such city founded by the Viuqoar people. Sitting at the mouth of a river , beside a stretch of ocean that was quite easily usable by fishermen in crafted wooden boats, her people prided themselves on being the only such settlement in existence. Having existed for a few decades now, their rule had passed on from a simple meritocracy to an absolute ruler quite passively - one of the leaders had died before he could name a successor, so his eldest son was appointed as a natural choice, and the trend was allowed to continue.

Reports reach the leader's (king? or just leader) ears...a large boat of armed men are camping to the north of the city.

The Tiqun ponders this. Perhaps such men can be reasoned with. After all, the Arqariqoar are the most well-fed and industrious of the Viuqoar, far surpassing the nomadic tribes. A generous offer would be made - the right to live in and benefit from living in Arqariqo in exchange for their services against some of the less savory bandits and wildlife.

There are watch fires lit around the ship. The ship too has it's own flag. It is blue with a golden cross similar to the Scottish flag. The first question is how to approach such men. A show of force or one individual first and then an army....

The men in the boat are immediately alert, holding obsidian swords at the ready. However, a man in blue robes says something and the men sheathe their swords. The blue robed man points at one of the party members and gestures for him to come to the ship.

The man, after a moment's contemplation, agreeably replaces his bow in its sling and comes aboard, waving aside the objections of one of the other bowmen.

The blue robed man makes a bow, probably some gesture of respect. Then leads his guest up to the ship. A table is hastily set for them and two bowls of soup are placed in front of them. Before the guest can eat he is stopped and is shown a bowl full of water. The man in the blue robes focuses on it and ripples appear. Apparently satisfied he nods to his guest to start eating.

The guest obliges, wondering whether the robed man was possessed of some otherworldly power to so excite the water.

The robed man grabbed had one of his men grab a fine cloth and presented it to his visitor. He then gestured that he would follow his visitor of the ship, carrying a small chest.

Meanwhile, the Tetsu clan has emerged from the island of Kyushu, and explorers are sent to explore the surrounding area.

The explorers find that they are on a island. Standing on the far shore, allows vision of other landmasses. There are also barbarian tribes...as evidenced by two groups not returning.

The blue robed man walked with one of his plainly dressed men over to the Arqariqo. The plainly dressed man spoke in the barbarian language and pointed at the sea "Vi ar fro tere [we are from there]"
Then the two men stood there hoping that someone would understand

The Arqariqoar exchanged looks amongst themselves. From the sea? The man who had apparently become the ambassador spoke up. "Impossible. Humans cannot live in the water."

"Qanberra?" The ambassador's Viuqoar accent played merry hell with the sound at the beginning of the word. "What is Qanberra?"

Two groups of warriors embark to the other land mass in the hopes of retrieving, or if it came to it, avenging the missing explorers.

"Et es a lan soud o her [It's a land to the south]" the translator introduced the blue robed man as a missionary. He further hinted that the missionary wanted to teach the Aqariqo about the religion.

"Religion?" The word was foreign to his mouth, like a bad fish. "What is this religion?"

The translator repeated the question to the priest, who looked surprised. He told the translator to explain the concept of gods and of course of the water god whom the priest worshiped.

Of course they are immediately halted by as soon as they reach the gate by troops from the town "Who are you?"

The senior officer, konai, steps forward. "We are from the clan Tetsu, we came to this place peacefully and were met with hostilities, two of our scout troops never returned, we are here to bring them back." He says after bowing to the leader of the troops.

Their leader also bows "We've seen no sign of them here. There are barbarians in the west, who might be the source of your troubles."
Of course, were one to peek through the gate, then one would see a cage with the scouts.
